Used vehicle ownership transfer guide for Pakistan

Vehicle registration and transfer processes are administered provincially, so buyers should use the competent excise authority for the vehicle. This guide uses Punjab Excise’s published requirements as a documented example and does not claim that every province follows the same process.

Identify the correct provincial authority

Confirm where the vehicle is registered and use that province or territory’s official excise and taxation channel. Requirements, taxes, biometric workflows and online services can differ.

Avoid relying on an agent’s verbal summary as the sole source of truth. Check the current official procedure before agreeing a completion date or final payment.

Match vehicle and ownership records

Record the registration number, chassis or VIN, engine number where applicable, make, model, colour and owner details. Compare the physical identifiers with the original registration material.

Resolve spelling, identifier or ownership inconsistencies before proceeding. A clean-looking registration card does not replace verification through the competent authority.

Prepare transfer documentation

Punjab Excise publishes a transfer list that includes the prescribed transfer order form, copies of seller and purchaser CNICs, witness copies, the original registration certificate with updated token tax and the original registration file for vehicles under the stated file-return scheme.

Treat this as a Punjab reference and verify the current documents for the exact jurisdiction and vehicle category.

Complete identity and biometric requirements

Punjab Excise publishes biometric verification information for vehicle registration and transfer, including later notices concerning Pak Identity workflows. Confirm the currently active method directly with the department.

Both parties should understand when verification is required, how long it remains usable and what happens if identity verification fails.

Check taxes, fees and unresolved liabilities

Confirm token-tax status, transfer charges and other applicable liabilities through the official authority. Published rates can change, and filer status, engine capacity, vehicle value or category may affect the amount.

Use the authority’s current calculator or service rather than copying a static figure from an article. Record who is responsible for outstanding amounts.

Inspect, pay and hand over safely

Complete an independent mechanical, body and document inspection before final payment. Keep traceable evidence of the agreed vehicle, price, condition and transfer responsibilities.

Do not treat physical possession as legal ownership transfer. At handover, recheck identifiers, keys, original records and condition, and retain official receipts and transfer evidence.
